The Federal skilled worker class is based on points and confers permanent resident status to applicants who are able to become economically established in Canada. Prospective applicants are assessed under 6 major factors and several sub-factors of assessment providing for a total of 100 points. The main factors are: education, language, experience, age, arranged employment and adaptability.

This immigration program is for persons able to become economically established in Canada and who wish to settle in the province of Quebec as Canadian Permanent residents.

In order to do that, applicants must first be accepted by Quebec, by being nominated in a Certificate of Selection. Under the Canada-Quebec Accord on Immigration, Quebec establishes its own immigration requirements and selects immigrants who will adapt well to living in Quebec.

This program is specifically created by the Canadian Government to attract both capital and business skills.

This Business Immigration program was developed for those individuals who have entrepreneurial skills, business expertise, successful experience and attainment in business, and who can invest in, start, or buy enterprises in Canada and contribute to the development of a prosperous and strong Canadian economy.

According to the Canada-Quebec Agreement, this province has its own selection criteria for business immigrants.

Quebec’s exclusive power over selection is guided by criteria it has determined in light of its immigration objectives. To be selected, a candidate must meet the requirements of one of three immigration programs for businesspeople (entrepreneur, investor, self-employed worker).

This program is in accordance with the Agreements signed between the provincial governments and the Federal Government of Canada. These agreements grant the provinces the right to select their immigrants based on the economic needs of the local market. Each province has its own selection criteria, requirements and immigration programs, so the provincial nominees are not assessed on the six selection factors of the Federal Skilled Workers Program.
